Ryzen 5 3600 RTX 30-series upgrade

Games, programs or workloads that it will be used for: Gaming, mostly newer AAA titles IE Call of Duty Black Ops Cold War, video editing, and possibly some streaming.

Current Specs:
MOBO: MSI X470 Gaming Plus
CPU: Ryzen 5 3600
GPU: MSI GTX 1660 Ti Gaming X 6G
PSU: Corsair CX650M
RAM: Corsair Vengeance RGB Pro 32GB 3200MHz
Storage: Crucial MX500 M.2 SSD, Western Digital Black 2TB 7200RPM HDD

 

So, my question is, I plan on upgrading to a 30-series nVidia card. I plan on going with a founder's card, or an Asus card. Which should I go with? I was leaning towards the 3070, but I'm not sure how to tell if my CPU will bottleneck it, or vice versa, or even if my current PSU will have enough power for the new cards, as I have seen that they are pretty power hungry. Any and all suggestions would be great!

I currently have a 240hz 1080p panel, but I plan on going to 1440p around Christmas, probably keeping either a 144hz or 240 hz refresh rate.

A 3070 would be a fine card, your PSU should be fine; the 3070 isn't that power hungry.
