What is wrong with my PSU

Every time I connect my graphics cards the PSU makes two short buzzing sounds.

I tried putting my 5700xt and 5600 xt and the system won’t boot and like I said the PSU makes two short buzzing sounds.

Its a Power spec 650w 80+ Gold and a Thermaltake Toughpower RGB 650w 80+ Gold.

What do you mean by AND. Are you running 2 power supplies in the same system?

Are these more like clicking noises? and does anything in your system turn on (rgb, fans)
