cpu running at max frequency all the time

is it safe?

its an i3 4330, mobo is asus h87m-pro

i cant find an option to disable this in the bios.

Is it running at a 100% stress all the time aswell? If no, then it's perfectly safe. 

There should be an option to turn Intel Speedstep on/off in the BIOS, but I'm not sure.

Try resting BIOS to factory defaults if SpeedStep is on and it's still running at max speed.

yes it was on max performance, changed to balanced and that fixed it.
