I do digital art and I want to get a laptop that can run Photoshop well and that has a good touch screen, I've looked at several solutions and I've decided on the Surface Go but I wanted to make sure that its a worth while investment before purchasing. Is there a better option under 500 usd that has a touch screen, can run Photoshop and it must have a keyboard (or an attach able one). I am open to both IOS and PC (not Linux) and I would like to keep the laptop/ tablet its self under $400 because I would like to spend the rest on a large SSD and peripherals.

The only other device in that price range that’s going to have a color accurate display for your work is an iPad and Apple Pencil combo. 
 

If you want traditional laptop functionality I’d go with the surface. If you want a much better interface in Photoshop for tablet sized screens, go for the iPad.

 

Personally, thinking about using desktop version Photoshop in tablet mode with only a stylus on such a small display would be terrifying, lol.

Thanks for the advice, I don't use Photoshop for photo editing I use it to draw with so thats why I mentioned the stylus.

Also you appear to be a apple fan do you know what the cheapest touch screen apple all in one or laptop is?

Apple's only touchscreen devices with those screen sizes are iPads. There are no touchscreen Macs (not that I mind, touch on many PCs feels like a compromise).

As said above there are only iPads in that size. You’d be looking at something like a 7th gen vanilla iPad/Smart Keyboard/Apple Pencil combo.
 

If you really won’t have much interaction with the interface though then the Surface would be fine too. I was more concerned with how weird PS’s interface scaling gets and how cramped it would be when it’s on a small display. If you’re able to hide the tool panels without any consequence you should be okay.
