Looks like dirt to me. Try cleaning it off with a micro fiber cloth.

Try putting a little bit of isopropyl alcohol on the cloth. Spray it onto the cloth if you can.

Hard to tell from that angle. Could be a stuck pixel.

Take a blue, red, green, black and white image and simply fullscreen them for a minute.
See if the black dot changes color, or behaves different in any other way. Maybe it even goes away.
You can also press on it lightly with your finger and see if you can get it un-stuck that way.

But first make sure it's not just dirt!

This could also help if it's a stuck pixel:

I did try the blue, red, green, black and white for a minute but nothing has change.

And I did also try to press on it lightly and it didn't un-stuck. So im guessing it's a dirt inside the panel
