So I’ve been wanting to buy and build my first pc and I’m waiting until around Christmas to do that. I’m a gamer and I wanna start live streaming. what’s the best cpu for live streaming and gaming at the same time? 
or should I wait until all the new stuff comes out and then ask?

Wait until new stuff comes out and then you can get an accurate answer for when you plan on buying.

Budget? if you're just gaming, a 10600k/3600 is more than enough and you could use the hardware encoder on your gpu if it's nvec which will offload that work to the gpu's hardware encoder.

Wait for new stuff. But saying “what’s the best” is a very loaded question... a 10900k would be the best. But that doesn’t mean it makes sense for your budget. We need to know what your budget is so we can properly evaluate what level of system your look at. “The best” is very, very expansive. 90-95% as good for 50-60% the cost is usually more what people are actually after.
