No POST with my components. Incompatible or DOA?

I was "upgrading" an old OEM computer for my brother but ran into trouble trying to get it to post, the fans would spin, the cpu fan would also spin faster or slower intermittently, but there was no display signal. 

These are the new components:

an ASRock b450m-hdv R4.0 motherboard

a Ryzen 3600

G.skill aegis ddr4 3000mhz memory.

Those were powered by a 300W OEM psu (not that great, I know, but it should be enough) and I had a gt 730 hooked up as the display driver. I have done as much troubleshooting and testing as I can, but I don't have another known to be good MOBO or cpu of that socket, so I can't check those parts individually. I have come to the conclusion that there are three possible ways why this happens:

1. One thing I noticed while looking at the manual for the motherboard was that the list of supported memory clock speeds did not include 3000mhz specifically but closest 2933. Does that small a difference matter at all? I have not come across something like that ever before, so I thought it would just work, but if it is just the memory, that would be an easy fix.

2. Another possible thing I was concerned about was the b450 chipset maybe not supporting third gen ryzen out of the box, but on the box was a bright orange textbox saying ryzen 3000 supported, so that is unlikely.

3. The motherboard box was quite banged up during shipping, but the MOBO itself looked pristine, so I don't think it could've been killed by that. So the other option is that either the motherboard or cpu are DOA, but then I can't know which. 

Please let me know if that memory specification is important at all in getting a system booted or what the most likely cause would be for the no POST. I'll answer any further questions you have about the hardware.

So using this videocard and plugging into that, you had no POST?

Yes, I had the display hooked up to the 730.

Try running the system with a single stick of memory in the second slot of the board.

yea i edited, i read ryzen 2000 ready on the web tho

 

i would start by trying to post with minimal stuff plugged in

 

CPU, mobo, 1 stick of ram in any slot, gpu with display plugged into it

24-pin, cpu 8-pin

 

is the gt730 known working?

24-pin, cpu 8-pin

Did that already (this MOBO (and my PSU) has only 4 pins though)

That doesn't clear the CMOS. Use a screwdriver on the CLRMOS1 header to clear it:

Clearing CMOS using the jumper didn't work. I'll just call the store I got them from and see if I can exchange the motherboard and cpu for tested working ones. Thanks for your help!
