Probably a combination of a spreadsheet software (Microsoft Excel, Google Spreadsheets) and then either using some (custom) presets they are importing it.

Actually, they use Notepad. See, it's seamless.

It used to be Excel's template 7 with some colors changed to represent tested items better. Unless something has changed.
