Random stutter

So, I'll be playing just about any of my games and 90% of the time it's a smooth 60-100 frames depending what it is, and then suddenly I'll drop down to as low as 15 frames for around 5 seconds. My cables are fine, and nothing is close to overheating so I'm just really at a loss here.

what's the CPU, RAM, GPU, and disk usage when it occured? u can use task manager for disk activity, msi afterburner with rivatuner overlay in graph for the others

see which one has spikes

 

oh and system specs?
