Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

In vr around 20+FPS (if possible) and 50fps+ in the average game.

I have all the peripherals i need so just the pc (part list) is needed

you know that only certain headsets are compatible with windows, right? also 20 FPS on VR is gonna make you throw up in seconds.

have you bought the VR headset? i'd use the money to get a better PC instead.

For VR IIRC you need at minimuim 60FPS so you don't actually feel nauseated and potentially puke.

You won't be able to build a PC for that. $500 CAD is more like $380 USD. Also, don't put the US pricing equivalent unless you might buy from the US, otherwise that pricing is completely irrelevant to you. Anyway, with your budget, I'd strongly recommend going with something used. Even then, though, you're not going to get much.
