Getting Bottlenecked by 2700x?

Hey guys I need your advice with my new build, I have:
- RTX 2080 Super GPU (I just bought few days ago), 
- My old Ryzen 7 2700x,
- 2x8 GB 3000mhz DDR4 c15 ram (XMP Profile selected),
- PSU EVGA 1000 GQ, 80+ Gold 1000W, Semi Modular
My motheboard it's a X470 Aorus ultra gaming.

I've also updated bios, factory reset windows, installed newest drivers... But i'm getting less than 140 fps playing CSGO, less than 120 fps playing warzone 1080p lowest settings, less than 140 fps playing league of legends...
(I'm getting both low cpu usage and low gpu usage while playing csgo and league of legends), While playing warzone i'm getting 60% CPU usage and between 15 and 20% GPU Usage... I'm so frustrated right now. 

I'm worried, I dont know what else to do... I'll get a new Ryzen 3600 on monday probably...But I dont know why I'm getting such bad numbers for 2700x + 2080 super.

Not a bottleneck, broken Nvidia driver. DDU the VGA driver and do NOT install geforce experience

CS:GO is notorious for hating Zen and Zen+ CPUs.

If anything, try using DDU to remove your video drivers, and install the latest or alternatively 446.14 directly from the GeForce website.

Also, use HWiNFO64 to check for CPU and GPU usages. Task Manager's very unreliable overall.

Thank you for your quick replies guys, so I did the DDU and installed the 446.14 drivers from geforce website.
Downloaded the HWiNFO64 to check CPU and GPU usages and this happened:   I believe I'm still getting the same GPU usage and low fps playing warzone at 1080p lowest settings. @TofuHaroto@Mateyyy @5x5

What else should I do???

Set the power management mode for MW in the Nvidia Control Panel to "Prefer Maximum Performance", and also try increasing some graphics settings and check the per-core usage on the CPU.

By the way, I just switched to Full Screen mode at modern warfare and whether I alt+tab to check my hwinfo I'm getting a directx error and the game crashes, also my gpu jumps to 100% when that happens.

I changed the power limit settings, I noticed when playing CSGO full screen mode my fps would increase over 200-300, but when playing borderless it goes down to 100 or so fps.

I noticed I installed the wrong notebooks driver, so I did DDU again and installed the desktop 446.14 drivers this time...I'm not getting the alt+tab error anymore.

But I'm still getting a bad performance from my cpu and gpu... Here are my screenshots from the gpu and cpu clocks using hwinfo64, I hope you guys could see and maybe find the problem:

This is while playing warzone 1080p and High Settings (If I go to lowest setting I will get same FPS).

Try a different game if possible. 

And as I said. Make sure xmp/docp is enabled.  

Try stress testing both the GPU and CPU in a stress test and compare your results with others.

Is your memory running in dual-channel? You can check using CPU-Z.

Just make sure they're in slot 2 and 4.

For cpu. Prime 95. Or cinebench r20. 

For GPU. Fire strike or furmark are good options.

Can you run Fire Strike and compare your score to what a similar config gets?

 

As for Warzone, the memory usage on that game is high so it may be a limit of the GPU memory controller though that's doubtful. Unless you're running on max settings that is

For a stock system those are normal. Are you teaching a thermal or power limit? Use GPUZ and HWiNFO to track those.

 

Also, if you have a decent cooler, enable PBO

I could try Death Stranding, I havent download the game. But I don't really have any other demanding game besides Warzone... I'll try this game later and show you how it goes and also will monitor vram and ram usage.

For some reason now I'm not getting more than 3240 points, after I enabled the PBO on my bios. 

I do have a cooler master ML240L rgb.

Im in agreement as you have some sort of software conflict, or setting conflict going on.  My warzone numbers are similar with a R9 Fury X on a 1700 overclocked.  (Fury pegged out to its limits)

PBO is AMDs automatic overclock setting. It will push the CPU to its maximum with no regard for power limits. It means more heat but also a faster CPU.

What are your temps like while playing?  Can you check your CPU temps?  Not a single core pushed to 3.7ghz, and none boosted to 4.3ghz.

 

EDIT And heres some examples of a 1700 (mine) with mild (then aggressive, which you wont beat at stock) overclocks that you should be beating with a 2700x at stock frequency to frequency, IPC to IPC
