I'm planning on getting one of the new 30 series cards from Nvidia when they come out this fall. Currently I'm using an rtx 2080 and a 144hz TN panel monitor. With the 2080 I already have games that push well over 144 fps and I know getting an ever better graphics card would increase that. Because of this I plan on getting a new monitor as well. Debating on a 240hz at 1080p monitor or a 144hz monitor at 1440p or 4K? Which would you recommend I choose? Also trying to keep it at 24" in size so it matches my other 2 monitors.

144hz 4k monitor would be the most future proof. It will take a long time before GPUs can surpass that threshold.

As for the recommendations themselves, I cannot do more than recommend this monitor.

Would also go 1440p 144. 4K is ridiculously useless for a tiny 24".
