Best settings? Highest refresh rate that your monitor supports, and whatever the native resolution is. Past that, leave everything default, like color settings. The control panel is not something that needs to be tweaked or tuned, and most users will never even open it to be honest.

So i need to have the driver and change the settings back to default and I can change the color settings in it and the reselution is best settings

Yes, unless you find a setting that changes something that you prefer, but the tools available in the control panel aren't particularly useful to the average gamer.

So if i find something that made my fps better i put it on and Else i keep it as standard

Yes but you won't really be boosting the performance via the control panel.

if on a laptop,"performance mode(nvidia)" instead of "powersaving" will help a bit in gaming, but laptop will die faster and i think having the laptop plugged in is the same as changing that setting, so if you don't notice a diffrence when gaming while its charging leave it the way settings are. if not on a laptop nevermind.

the best 3d advance settings for desktop bc im not on laptop

Best FPS and best quality don't really go together, especially for a 3 GB 1060. With that being said, I've heard that forcing these settings globally can improve visuals in SOME games with essentially zero performance impact. I have done no testing and have no idea how they compare to the in-game setting for these most games have, but I've had them set like this forever with no issues.

I would make sure the power management mode is set to either 'Adaptive' or 'Prefer max performance'. For me, when set to optimal power the GPU was very hesitant to clock up to the correct boost clocks. On max performance mine stays at max clock, so I use the adaptive setting which seems to allow my card to clock up and down appropriately.

 

Finally, if you are using a G-Sync monitor (real G-Sync, not G-Sync compatible) then make sure vertical sync is turned on in the Nvidia control panel and off in the in-game settings. Reference and some good reading https://blurbusters.com/gsync/gsync101-input-lag-tests-and-settings/14/

 

Other than that, just make sure that the preferred refresh rate is set to 'Highest Available' in the 3D settings, and the correct refresh rate is selected under the 'Change Resolution' menu.
