did a fresh install .. would not let do a reset and it is running perfectly at 32c on idle ... overclocked to 3.8 ghz

no its still pinned but nothing is majorly running ... it seems like malware or something .... its pinned constantly .... does not let off 99 and i have restarted .. i have updated the bios to the latest version, latest gpu driver ....

still no fix ??? not understanding ... My Cpu and two GPU'S are on a single water cooling loop and the temps staying at 51c on the cpu is not helping the temps of my gpu's ... need to get this figured out something is running in the background ? I killed cortana on my system ... so its not that and i disabled everything i can think of to disable ... did selctive boot and only have 3 mandatory programs, disabled all apps from running in the back ground...  might need a fresh install of windows ..

Just do it already (the wipe), fastest way since who knows what stuff you have installed on your PC.
