Then your cpu isnt performing well.

Gpu doesnt get the chance to be loaded because the cpu is too busy to be able to pump enough new data to it (hence the low usage, its waiting for the cpu).

Forget userbenchmark, just list your components, what games, and people can advice much better.

3.3 is pretty low for a 7400. how are your thermals. you might want to give it a good clean and upgrade your cooling. what ram do you have?

What's so bad about User Benchmark? I know it sucks for GPUs but I use it all the time to compare CPUs with eachother, especially old with new.

i would expect your cpu to be limiting , especially since it's a low clocked 4c/4t cpu. if the performance you're getting is acceptable, and you can live with it, carry on, there's nothing much you can do. if you want to upgrade, we need to talk about your budget, but I'd look at a cpu upgrade first.

what motherboard do you have? what prices can you find for the 8700?

7000 series and 8000 series are not supported by the same motherboard.

oh so you have a msi pre-built with a proprietary motherboard. i think the 7700 is the best you can get. but it's not really worth it if it's more than 200 euros

for 300 eurosyou can get a ryzen 5 3600, motherboard and ram and upgrade everything, for better performance

So what is the best way to measure a CPU's performance apart from benchmark?

For normal people, you can use benchmarks like Cinebench R15/R20 also youtube reviewers usually do great job by comparing CPUs with other tools like AIDA64, Zip, Photoshop, gaming etc.
