Is this a decent build? (I need to know if it could be improved)

No, this seems like it will serve you quite well, and from experience, hoi4 runs an absolute treat on my 3700x if you ever get a chance to upgrade.

Budget (including currency): 650 Euro for now.

Country: Netherlands

Games, programs or workloads that it will be used for: CS:GO @ 144 fps / World of Tanks / Hearts of Iron 4 / All total war games

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):  1080p monitor, prefer to play at 144 fps, 60 fps is fine. preferably settings turned up to at least medium.

 

I currently already have this build, and was wondering, if this will suit my needs, if im missing something and if could improve it?

If i upgrade to a ryzen 7 or 9, do you recommend a better motherboard?

I ran my 3700x on the same board for a couple weeks and it went fine.

 

 

Edit: one thing to be aware of is that I had some issues with getting higher than 3000Mhz memory to work properly, so keep that in mind

I’d recommend switching out the oven of a case for something like a Phanteks P300.

LOL The H510 White looks gorgeous IMO beautiful and symplistic. Can you tell what makes you think its ugly?

 

edit: I checked ur account and your system uses the NZXT H510 as well, so what are you talking about?

I agree it looks gorgeous, and the Elite version even more. 
 

Sadly for the looks it sacrifices temperatures, having only a tiny slit on the side for intake. If you are OK with higher temps then usual then go for it, but if you are console of temps I’d recommend switching to the case I listed above.

@gloop Ah that explains your comment. Sadly, i think the Phanteks P300 looks too "curvy" and i preffer the straight lines from the H510. I didn't know about the temps, which i DO freak about. Do you have any more recomendations? Would spending extra money on a good cooler help?
