$682CAD. He doesn’t want to build one. He is probably gonna play Minecraft, Fortnite and GTA 5. He is expecting med to high settings. What should I tell him?

That he’s not going to get that with his budget. Especially with a prebuilt. 
 

you’ll have to buy used and upgrade that system if you want something decent

AMD features some prebuilts on their site. If you go to a specific processor or graphics card and select "where to buy" you'll also find a few prebuilts with that component. Those usually aren't as shit as what you find on amazoon.

EDIT: Only if you go on a processor, graphics card product sites don't feature prebuilts

If someone is hard set on buying pre-built, my main advice to the buyer is shop local. Typically, there's a limited warranty period that makes it easy for support. Also, the local shops have it in their interest to hold up a reputation of not screwing over their customers. As always, buyer beware, so do investigate the history and reputation of the shop before hand.

 

Personally, I prefer to build my own. I've always had. But I can understand the appeal for 1st time PC shoppers; gaming or not.
