Is my boyfriend's machine being bottlenecked?

Hey folks, was hoping for some advice here. My boyfriend's been having issues with his machine for the last couple months ranging from:

 

High memory usage followed by crashes when playing Remnant: From The Ashes

Stuttering & low refresh rate when playing Monster Hunter: World and Remnant

 In addition to this, we noticed that his GPU doesn't appear to be getting taxed much while playing Monster Hunter, or many other games

Whenever he resets his machine, he has to go into Nvidia control panel and manually change his refresh rate to 60hz, then back to 144hz, otherwise Monster Hunter won't recognize it

 

He originally built his machine in 2017 with the intent to overclock it about 3 years down the line, but:

Whenever he tries to enable DOHC to overclock his memory to 3200Mhz from 2133, he blue screens. When he tries to overclock his 1700x, he also blue screens

 

Now, having checked the QVL for his motherboard, I imagine that the cause of his blue screens is probably that the memory he purchased isn't compatible with his motherboard? But I wanted to make sure. This is my first time working with overclocking (having only recently enabled XMP on my machine for the first time)

 

Aside from that, I'm also curious if maybe his 1070 is being bottlenecked by his 1700x, but rather than jumping straight into buying a new CPU and mobo, I wanted to figure out what might potentially be going wrong

you aren't likely to get 3200 out of a 1st gen amd chip.

try for 2933 or 2800. make sure to update the bios

verify/repair game files to make sure nothing is messed up. DDU gpu drivers and do a fresh install

The 1700X officially only supports memory up to 2667Mhz

Anything past this is technically an overclock and not guaranteed to work.

 

The memory not being on the motherboard's QVL is usually not an issue.

 

Make sure you have the latest drivers installed for your GPU.

 

The 1700X should not be a bottleneck for a GTX 1070.

1st gen Ryzen was a fucking nightmare when it comes to RAM.

As has been mentioned, it never could do overclocks well.

Since he bought the PC in 2017 I'm assuming he's been using it since? So the fact the RAM isn't on the QVL wouldn't really matter.

 

If you're having that many issues, I'd back up anything you consider important, wipe the drives and do a fresh install of everything.

Make sure you update the BIOS of the motherboard.

Thanks for the fast responses, guys  We're gonna try to up the RAM to 2666 and see if that helps any!

 

As for the refresh rate not sticking, we've verified that he's on the latest Nvidia driver (451.48), but short of potentially wiping the drives & doing a reformat, is there anything we should be on the lookout for that would potentially cause the refresh rate not to stick? 

 

I know his boot drive is on an m.2, but i think most of his gaming library is on his 2TB HDD
