The maximum overclocked safe settings for gtx 1060

What's the maximum overclocked safe settings for gtx 1060 can someone tell me please? thanks.
My questions are
1.What does gpu voltage affect? and what will happen if i max it?
2.How does power target affect the gpu exactly and what will happen if i max it?
3.How does memory clock[MHz] Affect the gpu exactly and what's the maximum safe limit.
My last question is
What's the maximum overclocked safe settings for my gpu [GTX 1060 6gb]
As in Gpu booster/Power voltage/memory clock/gpu voltage.

It can receive more power by rasing the power limit

We do not know what the safe limits are 

Every vram chip is different 

It depends on the quality of the chip

No one knows 

Depends on the silicon and the pcb quality 

You see how far you can go

Is your DDR4 meant to be at 2133 only? Just double checking.

Everything you can do in software is safe, that's why they let you do it without voiding the warranty.

 

Also just in general, frequency alone does not really degrade chips at all, it's the current and temperature.

Well my 1060 with just max power and voltage runs at 2000mhz. But it runs a lot cooler than that. 
The max is what is stable for the exact card.  You have to find that out. A lot of testing. Can’t tell you what’s gonna work. 
Follow a guide and find out.
