What does that even mean?

 

FPS is how many frames per second your computer can put out per second,

HZ is how many pictures the monitor can show per second.

 

So if your computer gives out 145FPS, but the monitor is 75hz, you will just see 75 pictures per second.

If it's 75Hz, the display will refresh 75 times a second, however you can still run at higher fps, and this can be beneficial in giving a smoother experience

Nope. Your computer can send out how ever much (or little) fps it wants, regardless of what kind of monitor your have.

Of course if you have a 75Hz monitor, you can only see 75 frames per second.

 

Having more fps than Hz can be beneficial in terms of frametimes:

Things like VSYNC limit your fps to Hz, but simply hold back frames to sync up.

Gsync/Freesync will make it so your Hz will match the fps your computer sends out, but these often only work in certain ranges (freesync usually having a smaller range).

your computer can run as high framerate as it can regardless of what sort of display is attached, but its not because those frames are generated, that those frames are displayed.

 

essentially (technically wrong, but easier to explain this way) your GPU cranks out frames, and puts whatever it outputs into a buffer. it does this at the framerate your computer can do it at, depending on hardware and configuration. this is listed in "FPS" (Frames generated Per Second)

your display refreshes an amount of times per second (expressed in Hz), and on each refresh it grabs whatever is in the output buffer, and displays that information, which then remains on screen until the next refresh.

 

so in essence, you display "display refresh rate" number of frames per second, wether your computer generates more or less than that.

 

where the 'details' go is, that when you have a higher framerate being cranked out by the GPU, the information your display grabs to put on screen is newer. for example if your game runs at 60FPS, each frame will be 16ms old before it is replaced, but even on a 60Hz display, if your game runs at 240FPS, the information your 60Hz display shows is only 4ms old. this essentially means (mostly for quick-action shooter games) that your response time is lower, giving you a better reaction time, despite there is no actual difference in screen refresh rate.
