I know we aren't in the world of Star Trek yet, but I come to you searching for an image correcting solution. I have several stills from a security camera and the license plate is only legible enough to take some vague guesses. Is there any software that I can use to clear the image up enough to determine the correct letters/numbers? From my google searching the first few I tried are basically useless.

There is no  magic 'enhance' button like there is in CSI-like shows.

Best programs for upscaling I have used are Waifu2X and Gigapixel. Both take the details present in the image and try to 'think up' what it should fill in the details with.

Because you can use it to 2x (or more) your Waifu!!!!! (as it was mainly developed as a tool to upscale anime/manga images).

Luckily the website only vaguely shows anime artwork and the desktop client (waifu2x-caffe) shows no anime stuff at all. So it's still pretty 'safe' to recommend to most people, if you don't want to expose them to.. Ahem.. All the 'waifu art' out there.

Is it because there's not enough light or is it because the image is just too blurry or blocky? If it's the first one, you can adjust the colours/brightness/contrast in a simple image-editor, like Photoshop, Paintshop Pro or GIMP. For the latter, there is unfortunately no magic.
