Helping a friend get started for setting up a Sound Mixing PC

I'm trying to help my friend build a pc to help with his sound mixing and making of beats and what not. I recently built a Mid Range gaming PC but I'm not quite sure if there should be anything in particular to look for when building a PC for the main purpose of sound mixing compared to gaming.I need to know what parts are more important for the task of sampling and creating beats if memory is more important and/or if a high end soundcard is required. He has  a budget of about $700 excluding software. If there is any software that you guys would recommend please let me know too. Thanks for the help in advance.

It needs a high end air heat sink, quiet optimized fans, and maybe an audio interface.

To the sound card, external everything is better.
