Is this KOLINK-PS-600-C a good psu for r9 280x and pentium e6500 soon to be changed to Q9550. With 8gb ram and 500gb hdd

Yeah, Seasonic S12III is the best of those options but it's rather meh anyway. Can you link some local online stores ?

Cooler Master MWE V2 is decent but i've seen only 230V versions there, if mains voltage in your area is stable then it's a good option. Otherwise go for Seasonic S12III or be quiet! System Power 9, alternatively you can pay a bit more for Segotep GP600G or Seasonic Core SSR-LC which would be better too.

From looking at what both stores you mentioned have to offer, the best units for your budget are be quiet! System Power 9 500W and Seasonic S12III 550W. Other units range from "pretty bad" to "fire hazard".

And could i buy the r9 280x instead of the r9 270x with one of these psus

You mean Cooler Master, no, that's V1, it's not that good.

Corsair CX750 is good assuming it's a new model with gray label - CP-9020123.

This is the corsair cx one. There is a vs650 one with model number 75-001837

Yep, that's a new CX, it's good, better than Seasonic S12III and be quiet! System Power 9. Go for it then if it's not too expensive (maybe about 80-90 lev) as it's used. Corsair VS isn't good.
