Can I overclock the i5 9600KF to 5ghz?

Those chips can sometimes (but not guaranteed) reach 5 GHz on normal voltages, but I’d strongly recommend not going with that CPU. It’s only a 6C/6T part and is guaranteed not to age very well for anything that can effectively utilize your CPU, including AAA gaming. 
 

Ryzen 3600 will run games a lot smoother in many cases, and is better at most non-gaming workloads as well. It just falls slightly behind with high refresh rates while gaming. 

 

intel’s own upcoming i5-10600k will also be an option, although it’s going to be significantly more expensive than a R5 3600.

most 9600k should reach 5ghz easly, but if u own nvidia gpu i recomend set low latency mode to ultra in nvidia control panel under 3d settings, this will lower ur cpu usage and improve frametimes

Maybe, maybe not.

 

As stated above, depends on many factors including cooling, motherboard, silicon, etc.

 

Even if you can't, there's nothing magical about 5ghz. I can tell you from personal experience there's little real world difference between 5ghz and 4.7ghz.

My friends who have built gaming pcs said I went overkill with my Gigabyte Z390 UD (LGA1151) motherboard for $130. They got mobos for like $70-$80

It's pretty decent

It had a 10+2 phase power delivery (which is good ) so theoretically you can

But what is concerning me is the cooling 

Those vrms don't look like they are being cooler properly

If you manage to get to 5ghz

Do monitor your vrm temps (they might be REALLY high)
