Please Help Troubleshoot Studdering, Suspecting power issue

Hello all, I've been getting some noticeable frame drops while playing Escape from Tarkov, I am usually stable at 144 fps but it often dips below 70 before coming back. The game is installed on an SSD so I don't think the studder is because it's loading assets.

 

My specs:

i7 6700k @ 4.7 Ghz @ 1.375v
16 GB ram 3600Mhz @ 1.4 V

Asus Strix 2080 Ti

 

Looking at the MSI afterburner log thing, I noticed my power dips every time I experience the studders.

I've tried swapping power strips and separating my PC's power and my monitor's power to different outlets with negligible effects.

I'm not sure what else to do here, I have Windows 10 set to "High Performance" mode.

It seems like your getting bad frame time because you are cpu bottlenecked I think it's time for you cpu to retire

Phone: Pixel 3a (Purple-ish).
