What is the cheapest option for hosting a website and for building it, i currently use wordpress for both, which has ads and limits me to certain things, i want to have google adsense on it but am unable to due to the fact that i need to buy the business plan to do so, what is the cheapest option out there that will let me host my server and let me have google adsense?

Not everyone qualifies for AdSense anyway, you might want to look into blockchain based blogging... For example Steemit, Minds. The benefit is you don't have to pay for hosting, and if people like your content you can be rewarded right away without Google taking it's cut.

wordpress to use gogole adsense is like $30 a year...

Very few hosting alternatives are less than $30 a year..

A domain costs atleast 10$ a year, hosting atleast $5 a month. The more storage, speed etc you need the higer this cost will go.

AdSense is a wierd program that follows guidelines. You will simply have to convince the Google AI that your content is worth their time.. And from a fair perspective that's not always easy. As i self have experienced.

However, if blogging is what you want to do. The best is to buy a domain (and pay for it yearly), pay for a VPS or in your case shared hosting should be good enough. And hope that your ads bring in atleast what it costs you. Although this is very unlikely.
