CPU fan cooler, or water cooler?

Gamers Nexus recently did a video on this topic, there are benefits and drawbacks to both options.

 

I am building my own custom PC build, but I am not sure what cooling type I should choose, fan cooling or water cooling, can someone please help me with it?

 

Water cooler: Corsair Hydro Series H100x

Fan cooler: Noctua Premium CPU Cooler

I don't see the need for an aio in most cases, My NH D15 keeps my stock i7-8700k around 60deg under load with no case fans turning. I think a lot of cooling is overkill. Personally I would get a decent air cooler and save the cash for upgrading another component.
