None of them if you're still running a 7400.

Why a 1080 ti?

The 1080Ti is no longer being produced so your only options would be what is available in your local used market. You might have a few different options to choose from, or you might not have any. Were there any particular models you were looking at? How much do they cost?

Preferably one with an aftermarket cooler and not the reference blower cooler. Beyond that just look for whatever is a good price on the 2nd hand market.

1. Brand new RTX 2080, 2080 Super and 2070 Super are likely cheaper than brand new 1080 Ti's now, considering the 1080Ti is no longer in production. The RTX cards are a better choice. If you have good choices for used 1080 Ti's then go for it.

2. Why bother getting such a high end card, when you're still running a 4C/4T CPU? I'd personally upgrade the CPU and Motherboard(and RAM) first, to something like this:

PCPartPicker Part List
Type Item Price
CPU AMD Ryzen 5 3600 3.6 GHz 6-Core Processor $174.99 @ Amazon
Motherboard MSI B450 TOMAHAWK MAX ATX AM4 Motherboard $114.89 @ B&H
Memory Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3200 Memory $74.98 @ Amazon
Prices include shipping, taxes, rebates, and discounts
  Total $364.86

After this, then I'd suggest going for something like a 2070 Super

3. Also, you really need to find out your PSU specs, if your PSU barely powers a 7400 and 1660 I doubt it'll power a high end GPU

Your CPU will hold back a 1080ti to the moon and back unless your aim is to game at 4K 60FPS.
