Hmmmm and did the motherboard box have a sticker indicating that it has a BIOS compatible with Ryzen 3000 CPUs?

 

Also, the 4 pin you were worried about isn't needed at all.

8+4 isn't standard.  It's not the problem.  All you need is an 8 pin.

the power pin is probably not the problem unless you somehow overclocked the cpu already. the b450 motherboard probably needs a bios update before its compatible with 3000 series ryzen

I don't believe the pro carbon has a Max version, so I there's a good chance the BIOS is too old.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Nope the extra 4pin is not needed only the 8pin is needed for it to work and work fine. The extra 4pin is only if you want to heavily overclock a high power consumption processor. If the motherboard box didn't say it was Ryzen 3000 ready it means the bios is not up to date and will need to be updated to work with Ryzen 3000 processors. If it did then the CPU may have been installed incorrectly or pins could have been bent. If the motherboard is Ryzen 3000 ready and does have the bios update and still doesn't work you will want to try re-seating the CPU and making sure it is properly installed. Here is a picture of what the motherboard box should have on it if it has the correct bios version.

You don’t need the additional 4 pin. Your problem might be that the bios isn’t updTe for the newest version to support 3rd gen ryzen. 
 

the board you have supports bios flash via usb, try that
