My Harddrive will only show/allocate half the storage?

How did you format/init the drive? As MBR or GPT?

How is it formatted?

You likely have your drive initialized as MBR, which only supports up to 2TB. Need to switch to GPT.

Delete the partitions on the drive and try to reinitialize it as GPT

try this. if it comes back with error messages then try to use the "override" command modifier (convert gpt override) if it will allow you to do so. that usually bypasses most warnings and the system protesting about "you can't do this"

You mean why is it not showing 4TB exactly?

Because Microsoft does things weird and while it's actually 4TB of space that converts to ~3.7TiB (Tibibytes) and there are other factors like some reserved space iirc

 

Is that before or after you created a partition on the drive?

Yah, I realized that afterwards. Is that before or after you created a partition on Disk1?

select disk 1
clean
convert gpt

CREATE PARTITION PRIMARY

if DISKPART shows free space as 0, means it's all allocated already. 

You should be able to format the whole thing as NTFS now and see full capacity.
