Specific GPU wont let a pc boot

Hello, I am building a pc, the specs are
12GB DDR3 1600MHZ (1x8GB 1600MHz 1x4GB 1600MHz)
Intel Xeon E3-1220
AMD Radeon R9 270X 2GB
Zalman ZM500-GS (500W) (Replaced, before there was a Whitenergy 400w which i tested it on as well) (The psu has 2x PCIe 6 and 8pin)
(SSD and an hdd)

When I put the R9 into this system, it wont boot. It doesnt display, and after some time, if i click the power button, it immedately shuts down, which means it didnt get past post.
When I put an R7 260X ive got spare into it (even with the 400w we psu), it normally boots.
When I used the R9 in my main pc (CX600, instead of my rtx 2070, using i7 4770k), it displays fine.

What is the problem? Psu calc recommended 450W PSU.
I thought it was the awful Whitenergy psu, but turns out its not.
I will be selling this pc, so I dont want to invest a ton of money into a new 600W psu. Can you please help me figure out what the problem is?

The R9 requires 2x6pin, and i plugged in just that. The GPU is properly seated in the pci slot.

Well that fake 500W PSU is actually a 408W made by CWT, so you're under the recommended wattage that the calc said. Why replace one crappy psu with another?

I only read positive feedback on zalman, and the psu itself had good reviews too, didnt know it was fake. I see then, thats surely the problem, since the cx 600 handles it well. Thanks for the info

Which R9 270X is this? exact model

 

And which 260X?

Are you booting in legacy or UEFI - since its an old system it may be booting Legacy, and the card may be a UEFI only card.

I cant figure how to find that out, it is in bios i am sure, how is it called in there?

Part of me just wants to leave this thread because of attitudes like yours that could say, heres that info from up there (because if I spent my time reading through entire threads when a solution isn't present, when I believe I likely have a solution, Im only perusing for key words, and in this situation it was the words Legacy and UEFI.)

Now, back to the OPs problem:

 

Ensure your motherboard BIOS is up to date.  The section from what I am reading, that you are looking for, is in the Secure Boot section.  

Since the card is booting in systems that are UEFI for sure (4770k system) I am going to assume the GPU is a UEFI only BIOS, not a Legacy BIOS (and the older, likely to have Legacy and UEFI boot options on the GPU R7 260X works because it likely has both options in the BIOS of the GPU).  You may not even have to update the BIOS on the motherboard either so can go and check.  Once you boot in UEFI the card, possibly, should work.  I don't have all the information to guarantee it but this is where I would start.

Ive got an issue, I cant seem to find any bios download on the gigabyte website for this board, nor can I find a secure boot section in the bios. I also found a couple threads on older forums with people talking about how their r9s dont display on this board, none of them however seemed to find a solution, perhaps the gpu is just incompatible due to something missing on the board? Btw the bios its using is uefi, but i dont know if i boot through/to uefi or legacy

Is this by any chance what I was looking for? it was set to efi

Also I just put in a beeper and there are no beep codes when the r9 is inside

Im getting the feeling that the card itself may require a BIOS flash to work with that motherboard, if there even is a BIOS that is compatible.

 

As for the EFI, that is UEFI (from what Im reading on Gigabyte).  The way you install Windows has a direct effect on the choice of the BIOS (Legacy over EFI) so I would try next to set the BIOS to Legacy and see if the card will now display.  If you get NOTHING at all you will need to pull the CMOS again and reset the BIOS to get back into BIOS.  

 

Other threads very similar to yours exist and I see they too haven't been resolved

I ended up giving up on this, the r7 260x will do, I hope. I will use the gpu in a different build.
