I don't know what you are trying to change, but that name there is just based on your local Windows username, which can be found in C:/Users

Thats your user account.

The way to change it is to make a different user account and delete the old one.

Or you can also clean isntall windows and make your user account the way you want it from the start.

Like programs or files or what?

Directory is created while you adding new account. Rename your username do not change directory name - it will be probably too complex and Microsoft allows you only to change displayed name (and you can use new user name in permissions because in fact it's just alias, not real name used by system).

 

Sure, you can copy lot of files (savegames, private files, configuration files for programs etc) but not all. User directory contain also one part of registry and you cannot copy that. And probably few more. You can copy and skip all existing files of you want, then copy and replace selected files (config for programs for example). But not just all files.
