That won't solve your problem. I'm 99% certain what you're describing is coil whine. Which would be your graphics card.

It's coil whine. It happens at certain levels of power consumption and it's safe, not damaging anything just annoying.

 

When you alt tab, the video card consumes less power and reduces its frequencies, When you go back in the game the video card consumes a lot of power again. 

You can try to reduce the noise by changing how much the video card consumes in that game... you could do it by limiting the fps by setting vsync on for example, or changing the image quality  etc..

well i play on 240fps so vsync isnt an option, might invest in some fancy corsair fans, i mean i might as well get a rad and bequiet case and go full silent later down the road, or not because i have headphones
