You can use the hardware encoder built into the video card to stream what you game.

 

You only need a capture card if you want to capture something from outside your computer (for example your Xbox or Playstation or Switch) or if you want to record something when you can't run the software (for example let's say you want to record yourself installing Linux on another computer, you can record the output of that computer using a capture card)

 

OBS supports using AMF (AMD's nvEnc, the hardware encoder) to hardware encode what you're playing.

With the exception of the 1650 which uses the old Nvidia encoder and not the new one. 

 

At that point polaris, pascal and the 1650 are essentially the same.

streaming at 1080p 60fps may not be feasible based on where you're streaming to. Your network and hardware may be able to handle it, but ultimately your bitrate will be limited when uploading to twitch and the like.

AMF only maintainer for OBS quit recently. Expect any issues with AMF will be really slow to solve or remain unsolved.

Capture cards are only used to let the system accept video signal input, that's it. Basically unless you're capturing video and audio from another source, there's no need for a capture card

RX 5xx cards are several years old. If they didn't get AMF right by now with RX 5xx cards, they never will... meaning support should be solid and any new patches or fixes would be related to newer cards, not those old cards.
