Doesn't look like CPU throttling temperature.

 

Maybe chalk this one up to 4/8 showing its age.

 

Stutters are common in 4/4 chips, 4/8 less so, and Haswell has been hit particularly hard with Spectre/meltdown mitigation iirc

so basically its my cpu thats has that split second freeze? i just hear my gpu stop doing that sound in that moment

Generally CPU inadequacy is the cause of stuttering.

 

Could try DDU and other software cleanup and make sure nothing weird is going on in the background

Andreas don't worry too much about Mick Naughty score, it's not valid he has changed his setting in the nvidia control panel and turned down the level of detail thats why his score is so high., i'd like to see his actual score and I bet you would too.

The scores are the same. His is actually a tad higher if you are actually paying attention.
