I have 8GB of VRAM and I’m playing Resident Evil 2.  When I change the graphics settings, it warns me that minor bugs may occur when using over 6GB.  It says major bugs may occur when using 7GB.

Should I just ignore these warnings or should I try to stay under 6GB?

Try it out. Is it really using this much or are you running in 4K? Also it might not be playable in any of the instances.

Ignore the warnings. It's not like you can do anything about it other than play it at 720p.

The reason for the message is likely because the game was probably designed for 720p, rushed out and the performance dives quickly at higher resolutions.

I’m running at 2560x1440.  I put it up to 7.99/7.82GB and this is what I see.  Does that mean it’s only using about 5 or 6GB?

Yep, the "estimation" in the game menus has been reported to be way off reality, so just ignore it.
