Perfectly normal. Unless you configure a framerate cap the system will give all it can.

depends on the games you play if you play fps its more gpu heavy than CPU so yea it's normal in that department

Yes, in fact it's pretty much what you want. You're getting the absolute maximum out of your GPU.

 

The CPU / GPU ratio will vary a bit in different games, some are more CPU intensive than others.

 

It's not like you can get a more powerful graphics card to be able to utilize that unused CPU headroom.

Yeah....he needs to hurry up and sell off that 2080 TI to get something lower end because unless he is at 100% usage for both the CPU and GPU, his system is not balanced....hehe.  

 

On a more serious note, yeah what your seeing in perfectly normal.  It just goes to show that in most cases, having a more powerful GPU is more important than having a more powerful CPU.  On the positive side, your CPU will probably not be a bottleneck through at least 1 GPU upgrade.

Yes.

 

If you changed your resolution to 1080p, your CPU usage probably would be a bit higher while GPU usage should drop.
