BEST CPU for RTX 2060?

With this current setup, what cpu is best to handle RTX 2060?

Ryzen and Intel recommended pls.

Ryzen 5 3600. i5 9400f if for some reason you want to pick something on the intel side (And believe me, you don't). Ryzen 5 2600 if you want something cheap that will last a few more years.

Btw, can I do little overclock with B-350 motherboard? The reason i ask this because at gaming, sometimes i had a 'fps drop'. Like -40fps -20fps -60fps. I see ryzen needs fast ram like 3200. Now, i have 2666mhz. Is it worth it to change?

You'll be fine with what you've got, don't worry. Get the 3600, don't overclock and just leave the ram as it is.
