Usage low on gpu

I have a i7 4790 and rtx 2060 super that I just installed yesterday to replace my gtx 1060 3gb I have 32 GBs of ddr3 ram and a 550 watt psu and my games are using 60 percent of my cpu but only 30-40 percent gpu I’ve tried uninstalling and reinstalling drivers messing with control panel settings reinstalling my os and nothing is working please help

Are you forcing Vsync through the Nvidia Control Panel or through Rivatuner statistics server?

No vsync is off

Could ram bottleneck the gpu I have 1600 MHz ram

No, the speed would affect the CPU, not the GPU.

How many power cables does your GPU need, and are you positive that they are in all the way?

Well it needs one 6 pin and one 8 pin I connected a two pin with a 6 pin to make the 8 pin

So you're using an adapter to make the 8-pin?

Kinda I’m using a 2 pin which is linked with a 6 pin and I connect them together to make the 8 pin which I then plugged both in the 8 pin slot
