Only Uplay Games Studders

Games like Rainbow Six and Ghost Recon Wildlands lose about 20 fps every couple of seconds causing the experience to become ruined. The shuddering doesn't matter with v-sync on or off, refresh rate, full screen, or basically any graphic settings including potato settings. I have disabled any overlays, background apps, updated drivers for everything, checked for corrupted files on both game and windows, reinstalled, etc. This doesn't happen on any other game but these. 

 

My specs are not the problem: 8750h, 2070

Is your uplay up to date?
