Low gpu usage and fps with 1070?

Getting around 50% gpu usage on gta v getting around 60 fps.

 

Specs gtx 1070

16gb ddr4 3200mhz ram

Ryzen 5 1600x

running the game on the highest settings

Are you having issues or problems like stuttering? If not and your only concern is low gpu usage then it just sounds like you don't need that much horsepower to run the game at your settings, fps and resolution.

No stutters at all, my problem is i want to be getting around 144fps but the gpu usage is low. same with cpu

There are two possible reasons I could see for this. One would be that you have your fps capped and therefore it will work as hard as it needs to hit that fps cap. The other would be that the CPU is bottlenecking your GPU.

Fps is uncapped and I don't think that my CPU is bottlenecking because it is sitting around 30% usage while playing.

Are you looking at per core usage? Because if one thread is maxed at 100% then it can still be bottlenecked even at 1/12 usuage let alone 30%

Skyrim is an example of a game capped at 60.

 

Not sure aboute GTA V but IV had some weird as FPS issues (Helicopter near the end anyone?)

Correctly me if I am wrong but you likely increased the graphics settings some of which are more taxing on the CPU and ended up reducing your performance and causing a bottleneck.

If you tried full low settings you will almost certainly have a huge cpu bottleneck so I wouldn't. I am unsure what the issue is but it seems rather odd that you have lower fps on the 1070 vs the 1050 ti with identical graphics settings.
