i'm going to say no, you'll definitely get 60fps+ but I don't think you reach 120-140fps on max with 1440

Is a Geforce RTX 2080 Super enough to play games like Witcher 3 or GTA 5 on max details on 2560x1440 144Hz monitor?

Im running 2070 super on 3440x1440 monitor, getting around 70-90 on witcher 3 set to almost all ultra. I find it hard to believe you will get 144 hz on ultra with 2060s, even on 1440p monitor. Regardless, you should tune some settings down as they have almost no impact on visuals but bump the fps up by alot (hair works, volumetric clouds/lighting).

What about with a Geforce RTX 2080 Super? Would that be enough then?

I'd say 2080 or higher for sure, I know the ti's are decreasing a bit at the moment if that's in your price range and the performance bump is massive

Should be, although perhaps not with every setting maxed. Will probably need to turn hairworks down in TW3, for example.

gta is very CPU picky! ive got a 2700x and a 2080ti and on gta at 1440p ultra i get anywhere between 80 and 100fps. on an intel based system it would be higher. 

however witcher 3 and gta are both games that really wouldn't benefit hugely from 144hz regardless! neither game rely on reaction times and fludity for an advantage! GTA's online buggyness will give you a nice 30fps simulation half the time anyways lol

I'm getting around 120-130 FPS in Witcher 3 high density areas like forests or centre of Novigrad on 2560x1080 monitor. In open fields or small villages I easily get up to 150. All settings on Ultra, nvidia hairworks OFF. My specs are below.

 

With 2080S and 1440p I think you will easily get 100FPS at 1440p on ultra settings without nvidia hairworks.
