i could OC with Soft Power Play from Igor and make it draw close to 380 with a big OC (I am on custom loop), but that’s NOT worth it PPD wise

Back on older drivers it would do around 700-800K, which is only slightly more/sometimes less than what my 1660 Ti did. And that was at full power consumption (around 250W, mebbe a bit higher) and an OC above stock clocks vs the 1660 Ti with a mild OC, and those cards can't really pull over 130W no matter how hard they try. 

My record PPD on the VII is 2,2mPPD. But only ok a few big Atom count Core22 WUs. But the rest is in line with your observations

Wait, what!?  How the hell did you get a modded BIOS on a 1080Ti.

O_O  Last time I even look into BIOS modding, Pascal could only be done for the laptop line of the chips.
