Is there a reason that you cannot customize windows 10 personalize without activation?

 

I just curious.

Just something to inconvenience people into buying a Windows license.

Same reason there is a watermark on the screen.

Very clever choice of a feature that's totally unnecessary for operation but frustrating enough to most users that they'll cave in pretty quickly.
