is it still possible to transfer all my data to another drive, then format the drive with the 32 bit and transfer all the files back into it?

Yep.

If you're doing any intensive gaming, I'd suggest starting anew.

How much would it cost to get a rig that can max out most games out there that is under $2000?

It's very doable for $2000. I'd say $1000-1200 is very doable as well.

the reason why the 2133 mhz ram is there is because it's only $79 compared to other slower ram that costs more for some odd reason
Monitor is similar to the one I use and it looks awesome and is an IPS panel

Life.exe is missing

The i7 has Hyperthreading and a bit more cache.

It works but is quite more expensive than what I suggested without being much better.

There's no point getting such an expensive cpu cooler when what you're doing is gaming.

Why 16GB ram? Are you planning to sli?

I'd stick with 8GB and upgrade if you need it. If you weren't planning to sli, there's little point to getting a larger and more expensive psu + more expensive mobo.
