Gtx 1070 with decent cpu is it bottlenecking?

So I have gtx1070 setup with 16gb ram, and a amd fx 6100 six core processor but I am only getting max 60 or 70 frames on games like csgo or vrchat and I was wondering what i should do as hardware upgrades or what to do to get better performance.

Check cpu percentage use. 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

CPU - Motherboard - RAM

 

Nothing meaningful you can do with a 6100 to help, on the plus side upgrading to Ryzen from your current platform will blow you sideways.

an FX6100 is NOT a Decent CPU. Its an archaic horrible CPU that belongs in a dumpster fire over gaming. It is definitely holding you back big time.

Intel 3rd/4th gen or higher has a 45-50%++ advantage on PERCORE performance.
Recent CPU's are even better...(even similar core count chips 4c8t and 6c12t are what you'd be chasing on a budget)

Games really respond to this singleCore performance compared to FX rigs... perCore strength matters a LOT when games only use 2-4Cores and 4-8 threads mainly, with EACH OF THOSE being faster on a 45-50% perCore level...

FX is 30-60fps expected, sometimes more, many times not smooth even when it has higher FPS due to frame latency and spikes from the CPU/Subsystems.

Intel/AMDRyzen is undoubtedly MUCH MUCH better and even cheap used parts from 2-3rd Gen will be smoother by far using a GTX1070 with a stronger CPU.

Putting the GTX1070 against a i7 3770 (nonK) would be a HUGE improvement to overall smoothness.

But Ryzen 6c12t will maximize your efforts.

 

I've tested Overclocked FX rigs with plenty of GPU's and I wouldn't go beyond a R9 290/X or GTX970 at best, typically I'd use a HD7950 or 7970 or GTX960 Era GPU.

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

This could get a little expensive. A Decent Ryzen build includes CPU, board, Memory. The 3770 would be a big improvement and cheaper. 
What CPU cooler are you using?

Plenty of people sell old machines,.. just steer clear of older i5's and go for 8threads minimum is my advice on a budget.

So i have another cpu but i dont know if it would be better considering it is a i7 3rd gen with watercooling and i would also have to swap motherboards.

3rd gen i7 would be a vast upgrade compared to an FX6100.

You will have to get a new board for that i5, consider that in your cost

Watercooling can make a mobo swap ugly.  There are quite a few i7 ivy bridge cpu models. They vary quite a bit.  Watercooling implies but does not confirm some sort of serious overclock as well.  Is this the previous board?

Absolutely a night and day difference to problematic FX hating games.

 

Even if a game uses only 2 cores 4 threads or the whole shebang!!, it'll be much smoother.

 

I'd jump on this and deal with the annoyance of the swap.

Just my 2c.
