A 7850 or 7870 at the very most. A4's are kinda sucky.

A 270x would work no problem, especially in games with mantle. Probably even a 280x

I thought mantle made more use if the cpu so a better cpu would help more than better gpu?

Nope, mantle removes the cpu bottlenecks. Basically even a weaker cpu is now avle to supply the gpu with data ^_^

mantle supposedly (from my understanding) cuts out the DirectX bottleneck. Allowing lower end CPUs to pump more data to gfx card. I could be way off - but this is my understanding.

Nope, your understanding is pretty much spot on.

I'd pair a R7 260X / R9 270 with your CPU.

Depends when you say 465W PSU. Do you mean lightweight OEM/Prebuild or decent 80+ unit?

Well I'm planning on buying and 80+ some time so PSU is no prob.
