Why do laptops have different specs in china?

I live in china and recruit my 2 year old hp 820 g4 broke so now I need a new one. I recently babe across the Dell Inspiron 7000 2 in 1 because it has great specs for a good price. I tried to find reviews on it, but I couldn't find reviews on the correct laptop. Turns out, if you find it on the American Dell store, the specs are different.

 

Main spec changes are:

American:

Core i7 8th gen

No thunderbolt

Chinese:

Core i7 10th gen

Thunderbolt

 

They also have different ports

So why are laptop specs changed in China?

Laptops have different specs all the time, including in the same country. You need to look at more than just the model name.
