I put a mini-stx board in my system. It works brilliantly. Got mouse without borders running and a bridged WiFi card. 

Most threaded standoff holes are PEM's that are essentially threaded studs that get pressed in at the factory or are friction drilled then tapped to get enough material to thread in the thin sheet metal. 

 

For your situation you would be best to layout the holes you require, drill and get female to female stand offs to bolt in from the bottom side of that PSU cover and then the motherboard from the top.

I mean I'm pretty sure so heading for a drill will do it. But you need a special drill that can do metal not a normal one which is only meant for screws

Why do you have a second computer in your case?

Because why not? 

 

It's because of the rarity of mini-stx I didn't feel like paying $100 just for a case so, I put it in my main rig.
