What parts would work ok for my gpu?

So I have an PC with a huge bottleneck problem. 

I5 3470

20 GB DDR3 Ram

GTX 1070 

Dell Optiplex 7010 base MB

 

I would like to make an upgrade so I would have an powerful enough cpu for my gpu, but I don't have a lot of money. I would like to know what parts would be the cheapest and powerful enough so I would not need to spend a lot of money. Also, can you explain me how the cpu-mb compatibility works? Maybe I could wait till Black friday and get some parts with DDR4 Ram.

how about 3600 with Asrock b450m pro 4?
